On July 8, 2023, the tournament was formally revealed on NBA Today, an ESPN program. Group play and then single-elimination knockout rounds make up the multi-stage tournament structure. Each conference fields three groups of five teams for group play.

Adrian Wojnarowski of ESPN stated on July 6, 2023, that the National Basketball Association (NBA) will host its inaugural in-season tournament from November 3–December 9. On July 8, the NBA confirmed the tournament's specifics, including the group drawings and the location of the semifinals and championship at T-Mobile Arena on the Las Vegas Strip.
